Dr. Patrick D. Cerna is an Assistant Professor in Department of Information Technology, College of Computing and Informatics in Haramaya University, Ethiopia. He is a member for some of the prestigious IS/IT international organization e.g. IEEE Computer Society, Association of Computing Machinery (ACM), Association of Information Systems (IS), International Association of Computer Science and Information Technology (IACSIT) and Institute of Advanced Engineering and Science (IAES). He has published several research papers in reputable journal publication including in the International Journal of Information Technology and Computer Science under MECS Publisher. He has also served as Editorial board and Scientific Reviewer of the several journal publications that includes IJDT, WASET, IJETSR, IJRDO, among others.

As one of the countries situated in the Pacific Ring of Fire, the Philippines suffers from an inexhaustible number of natural disasters every year. One of the most destructible ones is the occurrence of earthquakes. Because of the high damage that earthquakes incur, along with their inevitability and unpredictability, developing effective methods of earthquake damage mitigation as well as disaster preparedness is imperative to lessen the negative impacts it is capable of producing in communities. One efficient way of doing this is by implementing an earthquake early warning (EEW) system that is capable of sending message alerts to receivers to warn them in the event of a hazardous earthquake. With this objective, this study centers on creating an earthquake detector with SMS messaging to function as an EEW system with an added advantage of being low-cost to make it more accessible to the public. Using electronic components based on an Arduino Mega 2560 and a Global System for Mobile Communications (GSM) module, the earthquake detector and its alert message system were created. A series of tests in different locations across Butuan City was then performed to assess the device’s accuracy in measuring different Intensity levels when subjected to surface vibrations. Comparative analysis showed that its recorded values. Corresponded with the values obtained from accelerometer-based mobile applications. In conclusion, the study was deemed functional in its ability to detect low and high surface vibrations, which proves that it is successful in detecting earthquake tremors and vibrations in the event of an earthquake.

The ever increasing users’ information need of electronic resources forced librarians to increase their effort of collecting, organizing, preserving and disseminating huge amount of electronic materials, which require state-of-the-art infrastructures so that the electronic resources be deployed easily, quickly and economically. Cloud library is the best option for libraries; especially where electronic library services divide is highly visible, like the Ethiopian higher learning institutions. Such library system allows the establishment of information technology infrastructure on demand and lowers the difficulty of control mechanism. The integration of existing library services can be implemented by clustering current library environment. The methodology employed for this work include a rigorous analysis of a recent research on one point cloud library service as an alternative to e-service provision and management. In addition, to designing a final framework a researchers conduct a survey research which helps to identify the stakeholders view on cloud library services, the model required and services needed. Questionnaire was used to collect data from purposively selected academic libraries. The selection was centered on the generation of universities namely 1st, 2nd and 3rd generation.

Pharmacy handles all the medicine needed in the hospital that consists of vast amount of records. These produce large scale of datasets that are complex to manage and thereby need tools and technique to easily process, interpret, forecast and predict future consumption. Due to this, the method of predicting and forecasting stock consumption using Data Mining technique in hospital pharmacy is not be a surprising issue. Thus, this research investigated the potential applicability of data mining technology to predict the Anti-Retroviral drugs consumption for pharmacy based up on patient's history datasets of Jugal hospital, Harar, Ethiopia. The methodology used for this research is based on Knowledge Discovery in Database which had mostly relied on using the decision tree algorithms specifically M5P model tree. WEKA software, a data-mining tool were used for interpreting, evaluating and predicting from large datasets. Result with the data set suggests that tree based modeling approach can effectively be used in predicting the consumption of ARV drugs.
